When the Black Panther Party began monitoring police activity in 1967, Reagan responded by enacting the Mulford Act, which banned civilians from carrying firearms in public. Considered the toughest gun control law in California’s history at the time, the legislation drew criticism from those who felt it was a disproportionate response to the political movements of groups like the Black Panthers.
